Whats an OCT you may ask? Well here's a little informational journal to get the idea.

WELL WHAT IS THE NATURE OF THIS OCT?
  Due to the nature of this OCT, the plan is to get artists more well known and to have fun. As you can see, much of the things in the oct have been left up to interpretation, such as the city itself. This is so creativity can flow, as this oct is also a creative exercise.
